Vietnam: Ministry of Science and Technology closed consultation on Draft Decree implementing the Law on Standards and Technical Regulations

On 5 September 2025, the Ministry of Science and Technology closed the consultation on the Draft Decree detailing a number of articles and measures for implementing the Law on Standards and Technical Regulations. The Draft consolidates and replaces Decree No. 127/2007/ND-CP and Decree No. 78/2018/ND-CP, and sets out provisions on the formulation, promulgation, and application of national standards (TCVN) and technical regulations (QCVN), conditions for the provision of conformity assessment services, and responsibilities of relevant organisations and individuals. It stipulates that conformity assessment encompasses testing, inspection, certification, validation, verification, and accreditation, and applies to domestic and foreign entities operating in Vietnam. The Draft also includes requirements for consultation procedures, financial arrangements for developing standards and technical regulations, international cooperation mechanisms, and the establishment of a national strategy for standards.
