On 26 August 2025, the United Nations General Assembly adopted the resolution on the terms of reference and modalities for the establishment and functioning of the Independent International Scientific Panel on Artificial Intelligence (AI) and the Global Dialogue on Artificial Intelligence Governance (resolution A/79/l.118). The resolution specifies that the Panel will provide annual evidence-based assessments on AI opportunities, risks and impacts, while the Dialogue will act as a multi-stakeholder forum bringing together governments, industry, academia and civil society to address governance challenges. These include safety, accountability, open-source models, human rights and capacity-building for developing countries. The resolution further encourages states, private sector actors and donors to provide resources, particularly to support the participation of developing countries.
