On 18 August 2025, the Bill to institute the Statute for the Protection of Children in the Digital Era (PL 4062/2025), including content moderation regulation, was introduced to the Chamber of Deputies. Under Article 5, digital platforms are required to implement measures to ensure the safety of children. This includes the establishment of moderation policies specifically designed to address harmful content. Article 8 outlines a series of prohibitions concerning the use of children's images. It is forbidden to use the image of a child or adolescent in a context of a sexual nature for any commercial, advertising, artistic, or media purpose. The production, recording, or dissemination of any content that portrays minors as adults in sexual or erotic situations is also prohibited. Furthermore, the article prohibits the exploitation of a child’s image as a means to secure digital engagement or to generate monetisation. The Bill also forbids encouraging or exposing child sexuality to achieve profit or media attraction. Additionally, Article 9 mandates that digital platforms must, within a period of 90 days, adopt specific technical mechanisms. These mechanisms must function to promote the detection and ensure the immediate removal of any illicit content from their services. Under Article 11, non-compliance with the Bill subjects offenders to sanctions including warnings, fines proportional to revenue, temporary service suspension, or blocking of access within the national territory. Article 12 states that the Bill complements existing child and data protection laws, with the most protective norm prevailing. Article 13 states that the Bill enters into force 90 days after its official publication.
