On 18 August 2025, the Bill to criminalise the “adultisation” and exploitation of images of children and adolescents for profit on the internet (PL 4065/2025) was introduced in the Chamber of Deputies. The Bill amends Brazil’s Penal Code and the Statute of the Child and Adolescent to criminalise the act of adultising, sexualising, exposing, or exploiting the image, voice, or representation of children and adolescents for economic gain, including online and on social networks, even with parental consent. The offence is punishable by imprisonment of 4 to 8 years and a fine, with increased penalties when committed through digital platforms or hosting services. The Bill also penalises those who produce, disseminate, share, or enable access to such content, including under the guise of artistic or advertising material. The penalties also apply to application and content providers that, once judicially or extrajudicially notified, fail to remove unlawful material within 24 hours.
