On 15 April 2025, the French Government adopted Decree No. 2025-346 implementing Article 7-4 of Law No. 2004-575 of 21 June 2004 on confidence in the digital economy, as amended by Article 51 of Law No. 2024-449 of 21 May 2024 on securing and regulating the digital space. The decree designates the State services forming the national network for coordinating the regulation of digital services. It lists the State services in addition to the independent administrative authorities named in the law. Under the Prime Minister, these include the National Agency for the Security of Information Systems, the Interministerial Directorate for Digital Affairs, the General Secretariat for Defence and National Security, and the Service for Vigilance and Protection against Foreign Digital Interference. Under the Ministry of Justice, members are the Directorate of Criminal Affairs and Pardons and the Directorate of Civil Affairs and the Seal. Under the Ministry of the Interior, they are the Directorate for European and International Affairs, the Directorate-General of the National Police, the Directorate-General of the National Gendarmerie, and the Directorate of Civil Liberties and Legal Affairs. Under the Ministry of National Education, members are the Directorate-General for School Education and the Digital Directorate for Education. Under the Ministry for Europe and Foreign Affairs, the Ambassador for Digital Affairs or a representative is included. Under the Ministry of Culture, it is the Directorate-General for Media and Cultural Industries. Under the Ministry of Economy, Finance, and Industrial and Digital Sovereignty, the members are the Directorate-General for Enterprises, the General Secretariat of the National Digital Council, the Directorate-General of the Treasury, and the Directorate-General for Competition, Consumer Affairs, and Fraud Control. Under the Ministry of Health, they are the Delegation for Digital Health and the Directorate-General for Health. The Digital Regulation Expertise Centre is also a member. The decree applies in Wallis and Futuna, New Caledoni,a and French Polynesia. It entered into force immediately upon publication in the Official Journal of the French Republic.
