On 25 July 2025, the Regulatory Authority for Electronic Communications, Postal Services and Print Media Distribution (Arcep) closes the consultation on the draft recommendation concerning the interoperability and portability of cloud computing services, aimed at supporting the implementation of Regulation (EU) 2023/2854 on harmonised rules for fair access to and use of data and Law No. 2024-449 on securing and regulating the digital space (Digital Space Regulation Law). The consultation sought input from stakeholders on non-binding good practices for cloud service providers to facilitate the change of provider and the simultaneous use of services from multiple providers (multi-cloud), in alignment with the Data Act’s requirements for contractual, technical, and organisational measures and the Digital Space Regulation Law’s obligations on interoperability, portability, and the provision of application programming interfaces (APIs). The draft recommendation detailed transparency measures, including the publication of procedural, technical, and security information on data migration, API documentation, compatibility with standards, and advance notice for non-backwards-compatible updates, as well as the adoption of the most recent OpenAPI specification for API description and documentation.
