United States of America: Bill to codify Executive Order 14319 on public procurement access for AI in federal government was introduced in House of Representatives

On 5 August 2025, the Bill to codify Executive Order 14319 on public procurement access for AI in the federal government was introduced in the House of Representatives. The Bill would give Executive Order 14319 the effect of the law. The order requires the Director of the Office of Management and Budget (OMB), in conjunction with the Administrator for Federal Procurement Policy, the Administrator of General Services, and the Director of the Office of Science and Technology Policy, to issue guidance ensuring that agency heads procure only those large language models (LLMs) developed in accordance with the principles of truth-seeking and ideological neutrality. It also requires each agency head to include section terms in government contracts with LLMs requiring that the procured LLM comply with the principles of truth-seeking and ideological neutrality. This must be done for each contract entered into following the date of publication of the OMB guidance. It must also be done for existing contracts to the greatest extent possible. Additionally, within 90 days of the issuance of OMB guidance, agency heads must adopt procedures to ensure that procured LLMs comply with the principles. Executive Order 14319 includes a standard disclaimer stating that it does not create any legally enforceable rights or benefits against the US government, its agencies, employees, or other individuals. The Bill would make Executive Order 14319 legally enforceable if adopted.
