On 2 July 2025, the Artificial Intelligence Regulation Act (AIRA/SBN-25), which includes an authorisation requirement, was introduced to the Senate. AIRA creates a regulatory regime for the development and use of AI, including artificial general intelligence (AGI), artificial superintelligence (ASI), and AI foundation models, and applies to all AI developers and deployers in the Philippines. AIRA would give the National AI Commission (NAIC) the responsibility to certify and monitor AI-related risks. Further, AIRA would establish a three-tiered risk-based classificatory regime of AI systems as high-, moderate-, or low-risk, requiring NAIC to classify each registered AI system. High-risk AI systems would need to undergo algorithmic impact assessments, data privacy reviews, and sustainability screening before being authorised for use.
