On 31 January 2025, the President promulgated the partial amendment to the Communications Secrets Protection Act (Act No. 20735), establishing a six-month grace period prior to its entry into force on 1 August 2025. The amendment introduced Article 10(5), which requires the Minister of Science and ICT to revoke approval for wiretapping equipment if the approval was obtained through false or other improper means, or in the event of a violation of Article 4. This provision elevates the grounds for revocation from Presidential Decree to statutory law, reinforcing legal safeguards governing the manufacture, import, sale, possession, and use of wiretapping equipment. Matters concerning enforcement procedures and administrative requirements remain subject to regulation by Presidential Decree.
