Transparency and Responsibility for Artificial Intelligence Networks (TRAIN) Act was introduced to Senate (Bill No. SB 2455)

On 24  July 2025, the Transparency and Responsibility for Artificial Intelligence Networks (TRAIN) Act was introduced to the United States Senate. The Act establishes a subpoena mechanism allowing copyright holders to determine whether their works were used to train generative Artificial Intelligence (AI) models. The Act applies to developers, including entities and government agencies who design, substantially modify, or train such models, excluding non-commercial end users. It permits copyright owners to request subpoenas from district courts to compel developers to disclose records or copies of training material, provided there is a good faith belief that their copyrighted content was used. Developers must comply promptly and maintain confidentiality, while noncompliance creates a rebuttable presumption of infringement.
