On 26 July 2025, the Government of China announced the Action Plan on global governance of Artificial Intelligence (AI) at the World Artificial Intelligence Conference. The Action Plan focuses on the development and governance of AI systems across the public and private sectors. The Plan encourages inclusive participation, particularly from the Global South, outlining 13 voluntary commitments, focusing on AI infrastructure, including clean energy systems and interoperable computing networks. The Plan promotes responsible innovation and encourages the adoption of AI across key sectors, including healthcare, agriculture, education, and mobility. It calls for the development of cross-border open-source ecosystems and the advancement of legal, ethical, and safety standards. It also supports the creation of transparent data-sharing platforms and emphasises environmental sustainability in AI development. It also recommends regular risk assessments and stronger international cooperation on capacity building and AI literacy.
