United States of America: President signed Executive Order on Promoting the Export of the American AI Technology Stack

On 23 July 2025, the President of the United States signed an Executive Order on “Promoting the Export of the American Artificial Intelligence (AI) Technology Stack,” establishing the American AI Exports Program under the coordination of the Department of Commerce, in consultation with the Department of State and the Office of Science and Technology Policy (OSTP). The order mandates the development of full-stack United States-origin AI export packages, encompassing AI-optimised hardware, data infrastructure, AI models, cybersecurity measures, and application-layer tools. Industry-led consortia are invited to submit proposals identifying target export regions, operational frameworks, and compliance with applicable export control regulations, including chapter 58 of title 50, United States Code. Selected proposals will be designated as priority AI export packages and supported through Federal instruments coordinated via the Economic Diplomacy Action Group (EDAG), established under the Championing American Business Through Diplomacy Act of 2019 (CABDA). Federal support includes technical assistance, feasibility studies (22 U.S.C. 2421(b)), credit guarantees, political risk insurance, equity investments (22 U.S.C. 9621), and loan instruments (12 U.S.C. 635). The Secretary of State is tasked with coordinating a unified government strategy to advance the global deployment of United States AI systems and standards, engage in multilateral export initiatives, and support regulatory, data, and infrastructure environments conducive to American AI system deployment.
