Description

President signed Executive Order on Preventing Woke AI in the Federal Government

On 23 July 2025, the President of the United States signed an Executive Order titled “Preventing Woke Artificial Intelligence (AI) in the Federal Government,” establishing procurement obligations for Federal agencies regarding large language models (LLMs). The order mandates that all LLMs procured by executive departments, military departments, independent establishments, and wholly owned Government corporations must comply with two “Unbiased AI Principles”: (a) Truth-seeking, requiring factual accuracy, scientific inquiry, objectivity, and acknowledgement of uncertainty; and (b) Ideological Neutrality, requiring that LLMs operate without embedded partisan or ideological content such as diversity, equity, and inclusion (DEI). The Director of the Office of Management and Budget (OMB), in coordination with designated agencies, is required within 120 days to issue guidance for implementation, addressing vendor disclosures, contractual terms, technical limitations, and application criteria. Agency heads must incorporate compliance requirements into all new LLM contracts and, where feasible, revise existing contracts accordingly, including provisions for vendor-borne decommissioning costs in the event of noncompliance. Exceptions may be applied for national security systems, as defined in 44 U.S.C. 3552(b)(6).
