On 23 July 2025, the White House adopted the Artificial Intelligence (AI) Action Plan following Executive Order 14179 on Removing Barriers to American Leadership in Artificial Intelligence. The Plan establishes a strategy through three pillars on innovation, infrastructure, and international diplomacy. The Plan applies to the entire American AI ecosystem, including frontier AI developers, semiconductor manufacturers, data centre operators, federal agencies, and international partners, particularly large language model developers and critical infrastructure operators. On innovation, the Plan removes regulatory barriers by mandating federal agencies to eliminate AI-hindering regulations. It requires frontier AI systems to be free from ideological bias, establishes regulatory sandboxes for testing, and mandates all federal employees have access to frontier language models. The plan supports open-source AI by focusing on compute access for start-ups through government partnerships. Pertaining to infrastructure, the Plan streamlines permitting for data centres and energy infrastructure through new National Environmental Policy Act (NEPA) categorical exclusions and expanded Fixing America's Surface Transportation Act (FAST-41) processes. It also focuses on establishing high-security data centres for military use and creates workforce training programmes for AI-related occupations. Regarding international diplomacy, the Plan strengthens AI compute export controls with enhanced location verification and develops new semiconductor manufacturing export controls. It also establishes programmes to export American AI technology to allies whilst countering Chinese influence in international governance bodies.
