Online Casino Gambling Bill was introduced to Parliament

On 29 June 2025, the Online Casino Gambling Bill was submitted to the New Zealand Parliament. The Bill prohibits local and foreign entities from providing or advertising unlicensed online casino gambling. The Bill establishes a three-stage licensing process, establishes duties and requirements for licensed operators. Licences are limited in number and duration, non-transferable, and subject to renewal, suspension, or cancellation based on compliance. Applicants must meet suitability criteria, and restrictions apply to the number of licences a person or entity may influence or control. Furthermore, licensed operators are subject to various obligations, including requirements related to platform availability, age verification, harm minimisation, advertising limitations, credit provision, data retention, and complaints procedures. Operators must also notify the Secretary of certain changes in circumstances, including ownership and personnel. The Secretary for Internal Affairs has the power to issue warnings, accept enforceable undertakings, issue take-down notices, and seek pecuniary penalties for civil liability acts.
