On 8 July 2025, the European Commission opened a public consultation and call for evidence for an impact assessment to support the preparation of the European Innovation Act, until 30 September 2025. The Commission aims to gather information on measures to address barriers faced by innovative entities across the European Union, such as regulatory fragmentation, limited access to finance and infrastructure, underutilised innovation procurement, and insufficient commercialisation of results from publicly funded research and innovation. The European Innovation Act aims to accelerate the deployment and spread of innovation across the EU. To achieve this, the Commission is considering interventions to simplify regulations, improve access to finance, particularly by leveraging intellectual property as collateral, and support innovation testing through advanced infrastructures and regulatory sandboxes. The Act seeks to establish horizontal conditions across sectors rather than sector-specific initiatives.
