United Kingdom: Office of Communications closes consultation on updated draft guidance on highly effective age assurance for Part 3 Services

On 20 October 2025, the Office of Communications (Ofcom) closes its consultation on the draft guidance on highly effective age assurance for Part 3 Services, which was initiated on 30 June 2025. During the consultation period, stakeholders were invited to review and provide feedback on the proposed guidance, which covers aspects of age assurance, including the use of age estimation technologies and the implementation of access controls. The guidance also discusses the principles of accessibility and interoperability, ensuring that age assurance methods are easy to use and work effectively for all users. Following the closure of the consultation, Ofcom will review the feedback received to finalise the guidance, which will help service providers in adopting recommended measures to protect children and comply with regulatory obligations under the Online Safety Act 2023.
