On 30 June 2025, the Office of Communications (Ofcom) opened a consultation on the draft Protection of Children Code of Practice for user-to-user services, until 20 October 2025. The draft code introduces measures including PCU C9, which requires providers to assess proactive technology for detecting content harmful to children, PCU C10 for evaluating existing proactive technology, PCU C11 for crisis response protocols, and PCU H2 for user sanctions. Amendments were made to PCU B1, refining criteria for highly effective age assurance, PCU C4 on performance targets for content moderation, PCU D8 and PCU D10 on handling content appeals, and PCU G1, updating terms of service requirements to include provisions on proactive technology and sanctions. These measures aim to enhance compliance with safety duties protecting children under the Online Safety Act 2023.
