United Kingdom: Office of Communications closes consultation on draft guidance on proactive technology measures

On 20 October 2025, the Office of Communications (Ofcom) closes its consultation on the draft guidance on proactive technology measures. The guidance aims to assist providers of regulated user-to-user services in implementing proactive technology for detecting illegal content and content harmful to children. It outlines criteria for assessing proactive technology, including the use of high-quality data, addressing biases, evaluating performance, safeguarding against misuse, contextual testing, maintenance, human review, and incorporating feedback. The guidance is structured to support providers through initial assessment, testing and configuration, and deployment and ongoing monitoring stages.
