On 17 May 2023, the European Commission proposed a Regulation to establish the Union Customs Code and the European Union Customs Authority, repealing Regulation (EU) No 952/2013. The proposal aims to strengthen customs supervision, simplify processes, and address challenges, including the growth of e-commerce, differing national practices, and limited harmonisation of risk management across Member States. It introduces a centralised EU Customs Data Hub and an EU Customs Authority to improve data management, risk analysis, and operational coordination, while aligning with other Union policies such as market surveillance and trade facilitation.
