On 17 June 2025, China’s National People’s Congress Standing Committee announced a motion for the development of Artificial Intelligence (AI) law. The proposed legislation aims to support innovation through state funding, favourable financial policies, and strategic industrial planning, while introducing a risk-based regulatory structure that categorises AI systems based on the level of risk they pose. It also seeks to embed ethical considerations and social impact assessments into the use of AI technologies. International competition and cooperation are expected to be key components, with the law set to include measures to strengthen China’s global positioning in the AI sector. Finally, the proposal emphasises the need for clear legal responsibilities, enforcement mechanisms, and compensation systems to ensure accountability.
