Internet Transactions Act of 2023 (Republic Act No. 11967) including consumer protection authority governance entered into force

On 20 June 2025, the Internet Transactions Act of 2023 (Republic Act No. 11967) entered into force, giving the Department of Trade and Industry (DTI) the authority to order the takedown of online listings involving illegal goods or services. The Act applies to all business-to-business and business-to-consumer transactions conducted within the Philippines. The businesses engaged in e-commerce are required to comply with the DTI Code of Conduct and mandate online consumers to exercise ordinary diligence when making transactions. The Act also sets out available remedies for consumers in cases of product defects, malfunctions, or losses. In addition, it outlines the responsibilities of e-marketplaces, e-retailers, and online merchants with respect to internet transactions conducted on their platforms. Penalties and damages are established for breaches of the obligations specified in the legislation.
