On 13 June 2025, a partial amendment to the Basic Act on the Advancement of Artificial Intelligence and the Establishment of a Trust-Based Framework (Bill No. 2210815) was introduced to the National Assembly of the Republic of Korea. The amendment would introduce obligations for AI businesses to make efforts to disclose information about training data used in generative AI systems and would establish procedures enabling copyright holders, as defined in Article 2(7) of the Copyright Act, to request confirmation of whether their works have been used as training data. Additionally, the amendment would provide for the establishment of a public-private consultative body to discuss matters related to training data disclosure and the use of copyrighted works. The amendment revises Article 31 and introduces a new Article 31-2 to expand requirements related to transparency and governance in artificial intelligence operations. The proposed amendment is scheduled to enter into force on 22 January 2026.
