On 17 June 2025, a partial amendment to the Basic Act on the Advancement of Artificial Intelligence and the Establishment of a Trust-Based Framework (Bill No. 2210903) was introduced to the National Assembly of the Republic of Korea. The proposal would establish a verification procedure under Article 31(4). This procedure would oblige artificial intelligence businesses to provide copyright holders, as defined in Article 2(7) of the Copyright Act, with a mechanism to verify whether their works have been used as training data for generative artificial intelligence. The amendment addresses the current absence of a clear process allowing rights holders to determine the use of their content in artificial intelligence training datasets. The bill modifies Article 31 by inserting a new Clause 4 and renumbering subsequent clauses accordingly. The proposed amendment is scheduled to enter into force on 22 January 2026
