On 19 July 2025, the Cyberspace Administration of China (CAC) closes its public consultation on the draft classification measures for online information that may affect the physical and mental health of minors. The draft measures were formulated in accordance with the Regulations on the Protection of Minors in Cyberspace and other laws to refine the classification, scope, judgment criteria, and warning methods for online information potentially harmful to minors under Article 23 of the Regulations. The aim is to improve the online protection system and foster a healthier online environment for minors. The draft classifies potentially harmful information, including content with sexual innuendo, online bullying, incitement of discrimination, and other content that may induce harmful behaviours. It also addresses information negatively influencing minors' values, inappropriate use of minors' images, inappropriate disclosure or use of minors' personal information, and information inducing internet addiction. Content producers and platform providers are required to implement preventive measures and provide prominent warnings for potentially harmful content before display, and platforms must avoid exposing such content to minors in prominent sections or products specifically targeting minors.
