Ministry of Information and Broadcasting adopted an Advisory requiring multi-system operators to submit details of their conditional access system and subscriber management system ( Advisory No. N-45011/31/2024-DAS)

On 28 May 2025, the Ministry of Information and Broadcasting adopted an advisory instructing all registered Multi System Operators (MSOs) to comply with the Telecom Regulatory Authority of India (TRAI)’s amended Interconnection Regulations. The advisory mandates the use of Conditional Access Systems (CAS) and Subscriber Management Systems (SMS) certified to the standards set out in the Regulations. The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications (DoT), has been designated as the testing and certification agency and will maintain records of CAS and SMS deployments. In line with this, MSOs are required to submit details of their CAS and SMS deployments, including version and model information, to the DoT by 20 June 2025 using the prescribed format.
