Vietnam: Law amending Law No. 68/2006/QH11 on standards and technical regulations was adopted by National Assembly of Vietnam

On 14 June 2025, the Vietnamese National Assembly adopted the Law amending and supplementing the Law on Technical Standards and Regulations. The Law applies to organisations and individuals engaged in the development, application, and conformity assessment of technical standards and regulations, including domestic and foreign enterprises, certification bodies, and government agencies. It affirms the voluntary nature of standards versus the mandatory application of technical regulations, and introduces a National Standards Strategy aligned with sustainable development, digital transformation, and international integration. The Law strengthens state oversight while promoting public-private partnerships and broader participation in standard-setting by industry associations, experts, and overseas Vietnamese. It overhauls conformity assessment provisions to allow for self-assessment and mutual recognition of results, reduces duplication, and supports small and medium enterprises in accessing and applying standards. A national digital database and emergency procedures for rapid standard-setting are also introduced.
