It outlines GenAI’s potential to drive innovation and productivity, while also highlighting risks including misinformation, bias, labour disruption, and privacy concerns. The report maps these implications against existing European Union legislation, including the AI Act, Digital Services Act, General Data Protection Regulation, and horizontal data laws. It further explores societal effects and sector-specific challenges, emphasising the need for coordinated and values-based regulatory responses to guide GenAI development and deployment in line with democratic and legal principles.
