European Commission announced 18th package of sanctions against Russia including restrictions on swift and dual-use goods

On 10 June 2025, the European Commission announced its 18th package of sanctions against Russia, introducing measures targeting technology and finance. The proposal includes a full transaction ban via the SWIFT system for 22 additional Russian banks and extends this restriction to financial entities in third countries that facilitate trade with Russia in violation of existing sanctions. The package further imposes export controls on dual-use items that could support the development of drones, missiles, and other military equipment. In addition, 22 Russian and foreign companies are sanctioned for supplying technological support to Russia’s military and industrial infrastructure.
