On 9 June 2025, the Magistrate’s Court of Judicial District No. 422 in Moscow’s Tagansky District fined Amazon Web Services (AWS) RUB 600’000 for repeatedly failing to meet its obligations as an organiser of information dissemination on the Internet. The court found AWS guilty under Part 1.1 of Article 13.31 of the Code of Administrative Offences, related to its operation of Wickr communication services, including the website and the mobile applications. The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), classified AWS as an organiser of information dissemination because these platforms process electronic communications between users. The AWS failed to notify Roskomnadzor about commencing its information dissemination activities, as required by Federal Law No. 149-FZ On Information, Information Technologies and Protection of Information. Despite formal requests and set deadlines from authorities, AWS did not submit the required notification within the stipulated 10 working days. AWS has 60 days to pay the fine once the decision is final.
