Body of European Regulators for Electronic Communications closes consultation on draft guidelines on coordination of civil works according to Article 5(6) of the Gigabit Infrastructure Act (GIA)

On 11 July 2025, the Body of European Regulators for Electronic Communications (BEREC) closes its public consultation on the draft BEREC Guidelines on the coordination of civil works under Article 5(6) of the Gigabit Infrastructure Act (GIA), which had opened in June 2025. Stakeholders were invited to provide input on methodologies for cost apportionment, procedures for dispute resolution, and criteria for ensuring sufficient physical infrastructure capacity when coordination is refused. The guidelines aim to support the deployment of very high capacity networks (VHCNs) by promoting the joint use of existing physical infrastructure and enabling more efficient deployment of new infrastructure. They outline principles for sharing the costs of coordinated civil works, set out guidance for dispute settlement bodies, and define obligations to ensure capacity for foreseeable future needs. Following the consultation, the guidelines will undergo final review ahead of their required adoption by 12 November 2025.
