Fair Trade Commission opened consultation on disclosure regulation for online shopping malls with frequent complaints

On 4 June 2025, the Korea Fair Trade Commission (KFTC) opened a public consultation on the draft Regulations on the Disclosure of Online Shopping Malls with Frequent Complaints, which remains open until 24 June 2025. The draft aims to formalise and publicly communicate procedures previously governed by internal KFTC guidelines, following the amendment of the Enforcement Decree of the Act on the Consumer Protection in Electronic Commerce. It sets out criteria, procedures, and methods for disclosing online shopping malls that receive recurring consumer complaints. Under the proposal, malls that receive 10 or more complaints in a one-month period, filed with the Korea Consumer Agency or the Seoul Metropolitan Government, may be selected for disclosure. Complaint types may include non-delivery of goods or refusal of refunds. The KFTC and the Consumer24 platform will publish the name, domain, and complaint details of designated malls for six months, unless the underlying consumer harm is resolved earlier. The Regulation will be finalised and implemented following internal review procedures including regulatory review and approval by the KFTC plenary session.
