On 4 June 2025, the European Commission and High Representative issued the International Digital Strategy for the EU, including measures concerning emerging technologies such as artificial intelligence (AI), quantum technologies, and semiconductors. The strategy integrates digital policy into the EU’s external action, positioning digital transformation as a core geopolitical and economic concern. It sets out a vision for strengthening secure digital infrastructure and advancing technological cooperation with partners. Through initiatives such as AI Factories, the EU aims to link its domestic AI ecosystem with those in partner countries, support the development of secure computing infrastructure, and foster responsible innovation. The strategy also highlights the dual-use nature of AI in security and defence, with plans to integrate AI into the EU’s Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP). Beyond AI, the strategy outlines international cooperation on quantum technologies, semiconductors, and cybersecurity, recognising their relevance for economic resilience and national security. The EU’s “Tech Business Offer,” delivered through a Team Europe approach, will channel public and private resources to support digital infrastructure, AI applications, and digital public goods. In parallel, the EU reaffirms its commitment to multilateral digital governance frameworks and to advancing global standards for secure, open, and interoperable technologies.
