On 6 June 2025, Cyprus, Denmark, France, Greece, Slovenia, and Spain issued a policy position advocating for age-appropriate design and a pan-European digital age of majority as part of the Transport, Telecommunications and Energy Council meeting. The countries noted the lack of proper and widespread age verification mechanisms for accessing online services, particularly social networks. They propose establishing mandatory, built-in age verification solutions for devices with internet access available in the European market. Furthermore, the countries call for setting a digital majority age and standards at the EU level for age-appropriate design to limit addictive features. Reference was made to initiatives such as the European Commission's "mini-wallet" pilot for device-based age verification. The aim is to support online platforms in securely verifying user age and enabling parental control mechanisms as part of a pan-European solution.
