European Union: European Commission submitted proposal for a Council Decision on the conclusion, on behalf of the European Union, of the Council of Europe Framework Convention on Artificial Intelligence

On 3 June 2025, the European Commission published a proposal for a Council Decision on the conclusion, on behalf of the European Union, of the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law (AI Convention). The proposal seeks approval to conclude the Council of Europe's AI Convention, ensuring AI systems uphold human rights, democracy, and the rule of law through the EU's existing AI Act. It aims to harmonise international AI governance while reinforcing the EU's risk-based regulatory framework and exclusive competence in this domain.
