On 30 May 2025, the Personal Information Protection Commission opened a public consultation on the amended Enforcement Decree of the Personal Information Protection Act. The proposed amendments aim to clarify requirements for designating domestic agents for overseas business operators. Specifically, they detail the requirements for domestic corporations over which a foreign business operator exerts dominant influence, such as appointing the chief executive officer or over 50% of executives or owning 30% or more of the total issued shares or capital. The amendments also specify the obligations of overseas businesses to manage and supervise their domestic agents, including establishing and verifying compliance with operational plans, confirming improvements based on inspections, and providing annual training.
