China: Requirement for filing of important data catalogues under 2025 Internet of Vehicles action plan enters into force

On 31 July 2025, enterprises subject to the 2025 Internet of Vehicles (IoV) action plan adopted by the Shanghai Municipal Communications Administration must submit their catalogue of important data to the municipal authority. This requirement applies to IoV enterprises operating in Shanghai, including manufacturers of intelligent connected vehicles and operators of vehicle networking platforms. The catalogue must identify important data collected or generated during business operations, in accordance with the Data Security Law, the draft Network Data Security Regulation, and sector-specific obligations. Enterprises must update the filing within 3 months if the number of entries or total data volume changes by 30% or more, or if other major updates occur.
