On 24 March 2025, the State Administration for Market Regulation (SAMR) adopted the Interim Measures for the Administration of the Submission of Compliance Data for Online Transactions (National Market Supervision and Network Supervision Regulation [2025] No. 2). This regulation requires operators of online transaction platforms within the territory of the People’s Republic of China to submit compliance data to market supervision authorities. This includes identity information of online transaction operators, such as names, contact details, business addresses, store identifiers, and access paths. Unregistered operators must also provide ID documents and declarations of exemption. Those with annual transactions over CNY 100'000 must be flagged and urged to register. Platform operators are also required to provide transaction data, including prices, sales volumes, and sales figures, by specific period, category, or region in accordance with the requirements of SAMR and its authorised provincial-level market supervision departments. Furthermore, it outlines the responsibilities of market supervision authorities at all levels in organising, managing and using submitted data to support regulatory enforcement while ensuring data security and confidentiality.
