Russia: Ministry of Digital Development, Communications and Mass Media of the Russian Federation adopted order approving procedure for notifying owner of copy of blocked website (No. 158)

On 12 May 2025, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation adopted an order approving procedure for notifying owner of copy of blocked website. The order applies to operators of online services deemed visually or functionally similar to sites restricted for repeated copyright infringement. It requires Federal Service for Supervision of Communications, Information Technology and Mass Media to issue electronic notifications in Russian and English within 24 hours of receiving relevant information from authorities or copyright holders. Notifications must be sent to the website owner's known email address, or, if unavailable, identified through public sources or sent to the hosting provider.
