Council of the European Union adopted Regulation 2025/932 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine

On 20 May 2025, the Council of the European Union adopted Regulation 2025/932 amending Regulation 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. The Regulation includes an export ban against 31 new entities for their support of Russia’s military and industrial complex in its war against Ukraine. The Regulation includes additional export restrictions on dual-use technologies and includes bans on entities from third countries. It also expands the list of vessels to include those known to transport "goods and technology used in the defence and security sector" to Russia. It also specifies which goods and technology are to be considered "dual-use" or relevant to Russia's defence and security sector. The Regulation enters into force on 21 May 2025.
