On 20 May 2025, the Council of the European Union adopted Decision 2014/512/CFSP amending the previous Decision 2014/512/CFSP concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine. The Decision includes measures to further limit the ability of Russia and certain third-country entities to access goods, technologies, and services that could contribute to Russia’s military and technological capacity. The Decision adds 31 new entities to the list of those subject to restrictive measures, including both Russian and third-country organisations. These are identified as contributing directly or indirectly to Russia’s defence and security sector. As a result, they are now subject to restrictions on the export of dual-use goods, advanced technologies, and other items that may support the development or enhancement of military systems. The list of restricted goods is also expanded to include items found in Russian military systems used in Ukraine, as well as those relevant to the development or production of such systems. These include certain digital components, chemical precursors, and machine tool spare parts.
