On 9 May 2025, the Italian Communications Authority (AGCOM) published a precautionary order (No. 72/25/DDA) under Articles 8(4), 8(5), and 9-bis of the Regulation on Copyright Protection on Electronic Communication Networks. The order instructs internet service providers operating in Italy to disable access to the stream-ripping website TubeRipper and its alias via DNS blocking within two days of notification. The action followed a complaint by the Federation Against Music and Multimedia Piracy (FPM), filed on behalf of Sony Music Entertainment Italy, Universal Music Italia, and Warner Music Italia. The website in question allegedly allows users to extract and permanently download copyrighted audio content from streaming platforms, in violation of Law No. 633/1941 on copyright protection. AGCOM found that the platform posed an imminent, serious, and irreparable threat to rights holders. The site is hosted by OVH SAS in France and uses Cloudflare Inc. as a reverse proxy. The order also mandates automatic redirection of access attempts to an AGCOM-designated informational page. Non-compliance may result in sanctions under Article 1(31) of Law No. 249/1997. Affected parties may submit a complaint within five working days, though this does not suspend enforcement of the order.
