On 13 May 2025, the Secretary of Digital Rights of Brazil’s Ministry of Justice and Public Security (MJSP) presented initiatives for the digital environment, including the drafting of the Legal Framework for the Protection of Users of Digital Services. The proposal sets out mechanisms intended to prevent and address harm caused to users in digital contexts. The Secretary stated that the draft follows the experience gained during the development of Bill No. 2,630, which focused on misinformation on social media and messaging platforms. The current draft extends the scope to include issues such as fraud and child abuse, which are associated with the operation of digital platforms. According to the Secretary, platforms identified as posing risks would be required to take measures to mitigate those risks for users.
