European Commission published AI literacy guidelines clarifying enforcement schedule under EU AI Act

On 7 May 2025, the European Commission published guidelines clarifying the application of AI literacy requirements under Article 4 of the Artificial Intelligence (AI) Act. The guidelines provide practical recommendations for providers and deployers to ensure their staff and affiliated persons possess the necessary knowledge and understanding to operate AI systems responsibly. The guideline outlines considerations for tailoring AI literacy initiatives based on organisational role, AI system risk level, and sectoral context. Within these guidelines, the Commission notes that Article 4 obligations came into effect on 2 February 2025, with corresponding supervision and enforcement from market surveillance authorities applying from 3 August 2026 onwards.
