European Commission closes consultation on draft guidelines to enforce protection of minors online under Digital Services Act including content moderation

On 10 June 2025, the European Commission closes its consultation on guidelines to ensure high levels of privacy, safety, and security for minors online in accordance with Article 28(4) of the Digital Services Act. The draft guidelines provide recommendations for platforms on content moderation practices, with a particular focus on recommender systems and user empowerment tools. Platforms are expected to offer minors the ability to block and mute users, as well as to adjust content recommendations to avoid harmful or age-inappropriate material.
