European Commission opened consultation on quantum strategy of the EU

On 8 May 2025, the European Commission opened a consultation on the drafting of the communication on a quantum strategy of the European Union until 3 June 2025. The strategy aims to strengthen the EU’s quantum value chain, improve coordination between national and EU efforts, and support technological and economic resilience. It will establish priority areas for the application of quantum technologies and promote greater awareness across sectors. Acknowledging quantum’s dual-use potential, the strategy aims to explore collaboration opportunities with security and defence partners and encourage synergies between defence, space, and related civil industries to accelerate commercial deployment. Expected actions, which may lead to a Quantum Act by end-2025, include increasing Member State cooperation, developing infrastructure, supporting start-ups, advancing skills, and promoting international partnerships. Implementation would be informed by expert groups, with the possibility of a dedicated governance structure for long-term oversight.
