On 7 May 2025, the European Union and Singapore formally signed the EU-Singapore Digital Trade Agreement, which includes provisions relating to user rights in the context of electronic commerce. Article 12 provides that each Party shall adopt or maintain measures to ensure that consumers have access to redress mechanisms, including remedies in cases of non-delivery after payment. It further provides that suppliers shall provide clear, accurate, and transparent information about goods or services, including applicable terms and conditions. Each Party is to make consumer protection laws publicly available and to promote access to redress mechanisms, including for cross-border transactions.
