Law on Promoting Private Economy including public procurement access was adopted by National People's Congress

On 30 April 2025, the Standing Committee of the National People's Congress adopted the Law on Promoting Private Economy. The Law mandates that all economic organisations, including private enterprises, must be treated equally in public resource transactions such as bidding and government procurement. The law requires that public procurement procedures be open, transparent, fair, and non-discriminatory. It prohibits the use of restrictions or exclusions that would prevent private economic organisations from participating in procurement processes, unless otherwise provided by Law. It will enter into force on 20 May 2025.
