On 27 March 2025, the Rural Broadband Protection Act of 2025 (HR 2399) was introduced in the United States House of Representatives. The Bill would require the Federal Communications Commission (FCC) to initiate a rulemaking process to establish a vetting mechanism for applicants seeking high-cost universal service programme funding. The vetting process would ensure that applicants demonstrate sufficient technical, financial, and operational capacity, as well as a viable business plan, before receiving support to deploy broadband-capable networks and deliver services in line with FCC performance standards.
