As enrolled, the Bill includes a legislative declaration highlighting the General Assembly's findings that criminal activity, including minors' access to illicit substances and firearms and their victimisation through sexually exploitative crimes, occurs widely on social media platforms. To address this, the Bill mandates social media companies to publish and to regularly update comprehensive policies on content moderation, violation handling, and user reporting. It requires annual reports to the Department of Law regarding these policies and violations, along with a separate public report detailing minor user engagement, such as time spent, notifications, and product experiments involving those under eighteen. For platforms exceeding one million users, the legislation establishes a streamlined process for Colorado law enforcement to contact the company and comply with search warrants within 72 hours.
